Mr Holland shared his feedback at a Liberal cabinet training camp, weeks before the federal government decides whether to move ahead or postpone the re-implementation.
Medical assistance in dying has been legal in Canada since 2016, but people whose only underlying medical condition is a mental disorder are currently not eligible.
Congress approved a plan to lift those restrictions, but decided to wait until March after widespread concerns about the possible impact.
A joint committee of MPs is investigating whether the health system is ready for the changes, and its findings are expected next week.
The Netherlands said it makes sense to wait for recommendations, but noted that governments must then act quickly.
