A few days later Supreme Court Judgment Tamil Nadu Governor RN Ravi has returned a bill sent to him by the government for his assent, insisting that the governor cannot sit on major bills passed by the state assembly.
But the state is poised to pass it again at a special session of the Legislature on Nov. 18. Speaking to reporters in Tiruvannamalai, Speaker M. Apavu said a special session of Parliament will be held on Saturday.
On the purpose of the special session, he said it was learned that Governor Ravi had sent back some bills to the government that he had sent for assent. The state government intends to re-adopt such a bill immediately and therefore the Assembly will meet on November 18, he added.

Four opposition-ruled states – currently Kerala, Tamil Nadu, Punjab and erstwhile Telangana – have approached the Supreme Court against their respective governors over the pending legislation.
At least 12 bills were pending in Tamil Nadu besides four official orders and files related to early release of 54 prisoners. It is not clear how many notes Governor Ravi returned to the government. Parliament had been adjourned in October.
While hearing the plea of the DMK government, the Supreme Court said: “This issue is causing serious concern. According to the aggregated statements, as many as 12 bills submitted to the governor under Article 200 do not seem to have provoked further action. Imposition of sanctions, early release of prisoners Other matters such as release, appointment etc. are pending.”
